Making Gamedev Tooling For Windows 3.1 in Turbo C++

Limited by the craptastic performance of my 386, I decide to make some gamedev tooling for Windows 3.1 in Turbo C++ instead. I don't really have a plan for what game I want to make with these tools, but I think I know what I want.

The development follows me building two simple 16-bit Windows programs. A basic attribute editor, and a tileset editor for building tilesets out of multiple graphics files.
